In this issue, the publication suggested selling the cookies as a good way for troops to raise funds.
By 1928, the official Girl Scout manual recommended that troops sell cookies to support their local groups financially. The popularity of Girl Scout cookies continued to expand throughout the 1930’s, with 125 troops launching cookie sales the first year the cookies were licensed to commercial bakers. For the duration of World War II, Girl Scout troops sold calendars alongside the cookies to offset food shortages.
